Prime Minister Andy Burnham walked into Downing Street with a loud promise to decentralize power and rebuild Britain from the regions up. But if his administration wants to avoid the exact same economic traps as previous governments, he has to fix how the UK funds, structures, and commercializes its scientific research.

For years, British science has suffered from a classic national disorder. We win Nobel Prizes and publish world-leading papers, yet we struggle immensely to turn those academic breakthroughs into massive domestic companies. Laboratories in Oxford and Cambridge spin out brilliant concepts, but the scaling happens elsewhere because our financial and industrial frameworks are too fragmented. Burnham's recent structural shakeup—moving the science brief into the expanded Department for Business, Innovation, Science, and Trade (DBIST) under Jonathan Reynolds—signals an intent to marry research policy directly with industrial strategy.

It is a step forward, but Whitehall machinery alone won't fix the core disconnects.

The Regional Mirage in R and D

Burnham built his political brand on "Manchesterism", proving that local leadership can transform a post-industrial city center into a hub of service industries and modern transit. Applying that same philosophy to science policy sounds appealing on paper. After all, life sciences, advanced materials, and artificial intelligence shouldn't only benefit a square mile in central London or the golden triangle of Oxbridge.

Yet, you cannot simply devolve experimental physics or clinical trial regulation the way you might hand over local bus timetables.

The underlying infrastructure of British science relies heavily on centralized pillars. The NHS acts as the single primary customer for life sciences. Medicines pricing is negotiated nationally. Health data governance, clinical trial networks, and national security guardrails require unified UK-wide institutions. If regional mayors start building entirely separate life science silos without synchronizing with national regulatory bodies, the resulting red tape will choke investment before it starts.

Instead of forcing regions to scrap existing blueprints, the government needs to let regions focus on their natural strengths. Let Oxford handle early discovery research while Manchester and Leeds scale advanced manufacturing and clinical adoption.

The Gridlock Threatening Artificial Intelligence

Nowhere is the gap between political ambition and physical reality clearer than in artificial intelligence and tech infrastructure.

Britain has extraordinary home-grown assets, from the trailblazing work of the AI Security Institute to specialized research models driving drug discovery. But high-tech growth requires electricity, land, and massive data centers. Right now, data center projects across parts of the UK face grid connection queues stretching up to fifteen years. Industrial electricity prices in Britain sit at roughly three times American levels.

When tech companies look at those numbers, they don't see a welcoming environment for high-performance computing. They look elsewhere.

If Burnham wants his administration to be remembered for industrial renewal, he has to clear these physical bottlenecks. No amount of ministerial reshuffling will compensate for a grid that cannot power the next generation of supercomputers. Streamlining planning permissions and slashing energy costs for high-tech sectors must take priority over drafting another multi-thousand-page strategy document.

Protecting Intellectual Property Without Killing Collaboration

Another urgent reality sits on university campuses. British universities are cash-strapped, squeezed by frozen domestic tuition fees and public grants that rarely cover the full cost of running a laboratory. To stay afloat, many institutions have leaned heavily on international partnerships and foreign funding streams.

That financial vulnerability opens the door to espionage and the unauthorized transfer of sensitive intellectual property.

Intelligence agencies have repeatedly warned about sophisticated efforts to siphon off emerging tech research in artificial intelligence, engineering biology, and advanced semiconductors. Treating research security as a mere bureaucratic checkbox is no longer an option. DBIST must work hand-in-hand with national security teams to vet overseas partnerships rigorously, ensuring that British innovation fuels domestic economic security rather than leaking abroad.

Moving Beyond Bureaucracy

The danger for the new administration is over-correction. Industry leaders are already warning against throwing out existing frameworks like the Life Sciences Sector Plan just to put a fresh political label on them. Reopening settled agreements costs months of valuable delivery time.

Burnham has the political muscle and the pragmatic background to bridge the gap between Westminster and the regions. But science policy doesn't respond to rhetoric. It responds to stable funding, reliable power grids, sensible regulation, and a clear path from a university bench to a commercial factory floor.

Fix the grid, protect the IP, and let the researchers work.
